Donald Trump tossed out the right-wing propaganda lie that Hillary Clinton, as Secretary of State, convinced President Obama not to bomb Syria after they crossed the infamous “red line” he had drawn in the sand. That red line was the use of chemical or biological weapons.
Trump, or more likely one of his inept staffers, found a link and saw that Obama made the “red line” statement in 2012, Googled Hillary Clinton and found out she was Secretary of State until February of 2013 and immediately sent the “facts’ out to the low-hanging fruit of America also known as Trump’s “Basket of Deplorables”:

When President Obama made that “red line” statement in August of 2012, Hillary Clinton was definitely his Secretary of State. When Assad crossed the line a year later, however, she was not. That’s just the beginning. One could argue that the mistake was easy enough to make…if there wasn’t a video included in the tweet’s link. Had Trump or his staff taken the time to actually watch it, they’d do a mass facepalm as John Kerry, not Hillary Clinton, makes a statement to the press live just hours after Assad used chemical weapons on his own people. The thumbnail for the article’s video even shows Kerry standing to Obama’s left.
What’s even worse for Trump is that the video goes much further, explaining the complicated foreign policy decisions involved and basically applauding President Obama for going against the Washington status quo to make the only decision he could. From the second Trump and his staff decided this “fact check” was a good idea, they proved that the only facts they’re interested in are those that smear a public servant of 30 years.
